What has become to be known as the English flag - a red cross over a white background - is actually St George's cross. St George is known as a heroic military saint and a crusader, and his cross became the national flag of England since the early modern period. He is known as the patron saint for both England and also Catalonia, known as Sant Jordi to Catalans. The flag of Barcelona itself incorporates St George's cross, the red and yellow stripes of the Senyera and the symbol of the Crown of Aragorn.
Barcelona's crest, in turn, consists of St George's cross in the upper-left corner, the Catalan flag next to it, and the team colours blue and red below. St George is celebrated in Barcelona with St George's Day, having become the symbol of Catalonia during the Renaixenca - a political and cultural movement that took place during the nineteenth century who fought to reclaim Catalan identity.
The mythology of Sant Jordi involves his acts of heroism in Catalonia, particularly with his famed battle against the dragon. The cross, however is that of Saint Ambrose, patron saint of the city of Milano. The confusion may also result in the fact that the red cross with white background are used for many other cities and countries.
Countries such as Georgia no surprise there! No matter where you see it, all you need to know is that the red and white emblem, that of Saint Ambrose in reference to AC Milan, is unique and first only to the city of Milano. This being the case, no other team but AC Milan can wear it prouder.

The connection lies in the fact that Barcelona is based in Catalonia and the Catalonia flag itself has the same red cross on it as well. And it is indeed related to the English flag but not because of the nation itself but rather due to Saint George. It is an old legend from when Saint George was a soldier of the Roman Army and was serving in Catalonia.
The legend says that once a village was attacked by a fierce dragon and was adamant on the destruction of the village. Saint George fought with the dragon and saved the princess of Montblanc that was stuck in danger. The beastly dragon was left dead and this became an epic in the region.
The influence of Saint George has resulted in the inclusion of his Red Cross flag in the Catalonian flag.
